The problem is caused by the presence of an USB microphone plugged to the Xbox (the one provided with Guitar Hero or Rock Band): just unplug it and your 2nd Lips mic will start working correctly (a “reboot” will be necessary if you unplug the USB microphone while Lips is running).

Ironicly, mics from Lips and the other music games are not only incompatibles but also they causes problems to each other.
